You may like to try high viscosity epoxy and use probe to put it between
your fiber and structure.

the problem is that if the dimension of the groove is large, it is simple to put
the glue, hoever, the groove structure can not be released (takes a very long
time to do this), and if it is small, the structure will be fixed as well (stick
to the substrate) when the glue is used.
