if there ever was a free version, that must have been a looong time ago.
I remember Thomas Janacek giving us a presentation of the commercial
product around 1993/4. The owner was then the Alberta Microelectronic
Centre, today ReactionDesign (www.reactiondesign.com) . They gave out a
demo version for AIX then, and I dimly remember a later demo version that
came as a MS Excel add-in for Windows, but both were too crippled for any
remotely useful work.

Your best bet: contact one of the authors of SIMBAD, Tom Smy, via his
homepage: http://web.doe.carleton.ca/~tjs/
