I would use a reactive monolayer approach.  Consider a ethoxysilane
terminated medium length fluorinated alkyl chain (maybe 20 units).
Apply in solution.  As a cheap first pass try octadecyltriethoxysilane
(I believe you can purchase this from Aldrich), it's not fluorinated but
it'll give you a nice hydrophobic surface on the glass.
