I have had modest success with precoating glass with a monolayer of a
silane, such a vinyl silane. The vinyl group should get meshed up in the
PDMS polymer network, the silane bonds to the glass. I haven't tested it
exhaustively, but you may look into that direction to see if it is good
enough for you. Gelest sells a big selection of silanes.
