I think I've read about the use of phosphoric acid but I'm not sure if
that also only applies to soda lime glass. Might be worth looking into?

I am looking for a wet chemical formula that will roughen borosilicate
glass.  I have used HF + biflorides to get a very frosty surface on soda
lime glass, but cannot get the same effect on borosilicate glass.. any
ideas?
