Dear Richard Haigh,
As already mentioned by Roger Shile you cannot delete a layer until all
objects in the given layer are deleted. The issue about objects within
blocks in another layer that is related to the given layer you wan't to
delete can be solved using the command "purge" and then choosing "all".
However, I don't know if there is any disadvantages related to this
command.
