I'm sorry if this doesn't answer your question, but I've found that most IC
layout tools aren't that good at curvy objects. One solution that works well
for me is to use a mechanical CAD package (like AutoCAD) to create a DXF
file. The DXF to GDS converter software that Artwork Conversions sells and
is also resold by Tanner is excellent.
The downside to this approach is the cost of obtaining the converter and the
learning curve required to get good results. If you're lucky, you've already
got the converter. If making a smooth radius is your only tricky part, you
might be able to find someone good at AutoCAD that can create a whole
library of parts for transitioning between circle diameters and wire widths.
(Here you want them to create closed, zero width polylines for the
transition piece).
